Omer Eid Qalonbi

Omer Qalonbi is a senior researcher and a public sector management specialist at IPCS. He has over ten years of outstanding experience in managing and coordinating reform programs in the public sector (PFM reform, civil service reforms, functional review, HRM&D, and public administration business process re-engineering reform) and private sector development. He has also extensive experience in lecturing and course delivering, conducting researches, baseline studies, organizational needs assessments, and monitoring & evaluation. He has been an active participant in numerous research projects and baseline studies including but not limited to; Somaliland Knowledge Economy and Somaliland Political Settlement conducted by the Development Planning Unit at the University College London. He was also served in the GOVSEA research project as a Trade Corridor Researcher (Wajale and Berbera) with Roskilde University and DIIS both are based in Denmark, Addis Ababa University, University of Nairobi, and the University of Hargeisa as a socio-economic researcher. Mr. Omer also served as a part of the Horn of Africa Climate Change Program (HACCP) as a socio-economic consultant, with HoA-REC&N, Meta Research, Acacia Water, Addis Ababa University, and the University of Hargeisa in 2015. Moreover, conducted the Evidence to End FGM study as a Research Team Leader by Population Council. Educationally Mr. Qalonbi is a holder of MA in Public Sector Management, BA in Economics, a Postgraduate Diploma in Peace and Conflict Studies, and other Professional Diplomas and Certificates in HRM, Performance Tracking and Management, Research Ethics and Methods, Education, Conflict and Peace-building, Project Management, and Communication.
